台灣英文程度 不能Sorry Sorry！
對於日前台北縣小學全面實施英語活化課程的爭議，有幾個觀念需要釐清。
首先，台灣是個海島，不是我們的產品走出去，就是跨國公司走進來，才有活路，而且台灣現在能賣的是專業能力。所以不論我們是要把東西賣出去，還是要讓投資走進來；不論用面談、電話、Mail、或網路與世界溝通，都需要流利的使用世界語言。
My comments: Yes. Globalization has definitely made English a "must-have" skill. To put Taiwan products on the world map, we need the English language. As for individuals, with a good command of English, one has more job opportunities.
看看台灣周邊競爭對手，香港、新加坡都以英語為官方語言；南韓每年派十萬個學生出國學英文，大陸從小一開始教英文。我們年輕學生的平均英語程度已經落後日、韓。
難道我們不擔心，十年後南韓年輕人滿口流利英文，而我們年輕人只會講Sorry Sorry，這樣台灣還有國際競爭力嗎？
因此，台北縣政府從兩年前開始，推動國小英語「活化課程實驗方案」，讓小朋友從玩樂中學習英語，讓小朋友敢開口說英語，從而熟悉英語環境。
My comments: Listening and speaking is the most direct way of communication. However, since the two abilities are not assessed in big exams, many students don't consider them necessary.
要達成此目標，首先要培養優良師資。我們先舉辦座談會，讓教師們了解什麼叫「浸潤式」教學。接著舉辦英語教師正音班，光去年一年就調訓了八百位教師，另外增聘了七十位英語教師，今年還要繼續增聘。

從兩年前開辦以來，新的英語教學方案已經得到近八成家長支持，這樣的反應與成效，應該足以作為全面推動的依據。好的政策，今天不去做，明天會後悔！投資下一代的英語能力，永遠不會後悔！
