A Crisis Is an Opportunity

According to yesterday's United Evening News, Vice Premier Mr. Chu thought it a shame that Taiwan's students are poor at English.

學生英文差 朱立倫：奇恥大辱

請大考中心改進命題技術

台灣學生年齡越長，英語能力反而不如日韓，讓行政院長朱立倫非常重視，認為這是「奇恥大辱」。教育部長吳清基則強調，「台灣不能輸！」教育部會全盤檢討國小到高中的英語課綱，絕對要有效提升學生的英語能力，也要請大考中心改進命題技術，讓老師的教學更有效。

My comments: Only when listening and speaking abilities are tested on the UEE can students' English be improved. I still think these two skills should be put more emphasis on.

朱立倫和吳清基今天共同出席「2009教育基金會年會」時，做以上表示。朱立倫並說，期望設置共有500億元基金的各教育基金會，能「牽手做公益」，和政府一起提振學生英語能力、品格教育、棒球運動，以及未來人才培育等各種教育工作。

加強學生職場英語能力

針對台灣高中生多益成績落後韓國高中生一大截，吳清基表示，國內英語檢定多強調全民英語和托福，多益屬於職場英語能力檢定，過去學校英語教學的確做得不夠，今後教育部會加強學生的職場英語能力。

My comments: However, high school English education is for general purpose.

他說，已指示教育部教研會和中教司檢討課綱，國小、國中、高中的英語課綱小組將召開會議，檢討改進。

吳清基表示，其實台灣英語老師的專業能力沒有問題，但因為考試領導教學，讓很多老師只重視文法和單字的記憶背誦，對於提升學生英語學習興趣、英語會話和生活情境的體驗，都做得不夠。

My comments: Students want to get higher grades. If teachers don't help them, they turn to cram school. However, the students don't know that actually they can definitely improve their English reading extensively.

考試領導教學 聽說不受重視

吳清基說，他很羨慕高雄餐旅技術學院部分科系的入學考試，都有英語的聽、說測驗，但大考中心因顧及大考的公平性，沒有考聽力的設施，以致英語的聽說能力沒有受到重視，很可惜。

My comments: I don't teach just to help students score high on the UEE. There is a lot of listening and speaking English in my class.

他表示，學生英語能力不好，這個問題值得省思。他強調，台灣不能輸，台灣英語能力絕對要有效提升。

My comments: If this is a crisis, hopefully, we can turn it into an opportunity for better.
