比照大陸日韓 大考擬加考英聽

教育部委託大考中心研議大學入學考試加考英文聽力,昨天初步結論出爐,英文科(含學測及指考)擬加考英聽或獨立測驗;此外,還研議英文寫作改採分級測驗、獨立施測,將提報教育部於8月下旬全國教育會議討論,但何時實施尚無時間表。

My comments: Whether to include listening on the entrance exam has long been in question. I believe one day this will be put into practice.

大考中心指出,目前包括中國大陸、香港、日本、韓國等亞洲國家,都已將英聽納入大考,唯獨台灣至今仍未跨出這一步,將不利全球化競爭,調查顯示,7成大學及6成6高中贊成在大學指考加考英聽。

大考中心副主任洪冬桂表示,各國對於考英聽十分重視,大陸今年有957萬高考考生為了升大學要考英聽,不但考試當天禁鳴喇叭、嚴禁施工,還有家長組成護衛隊來確保考場安寧;而韓國除了規定火車禁鳴氣笛,甚至有約125個班次班機為了英聽測驗更改起飛時間。

洪冬桂指出,參考亞洲各國英聽測驗設備,包括利用電台及校園廣播裝置、光碟或錄音帶播放,及個人化收音機、CD Player、IC Player等,技術上應可克服

她並轉述建中學生代表在座談會中意見,原本學校英聽課程聽過就算了,但如果要考的話,學生就會開始準備,因此「為了改變教學環境,只好以考試領導教學。」洪冬桂強調,加考英聽已成趨勢,但台灣該如何考、報名費是否調漲等種種問題,何時實施沒有時間表

至於英寫測驗可能採分級制,洪冬桂表示,分級測驗可以區分考生不同的英文程度與寫作能力,目前研議分成A、B、C程度,提供考生依能力進行應試選擇,大考中心調查結果顯示有逾8成高中老師贊成英寫測驗獨立施測,且有近7成認為每年應舉辦2次考試,但相關細節仍在討論中,尚未定案。

In the future, high-school students may need to improve their English
listening ability in preparation for the College Entrance Exam.

Education Minister Wu Qing-ji says the most likely way to conduct the test
would be similar to how the General English Proficiency Test is administered,
twice a year and independently.

Wu says students should be allowed to take as many listening tests as they
desire, and it's up to individual colleges to set the standard in terms of
scores.

Wu adds that there's no timeline as to when the new measure will be
implemented, saying that the issue will be on the agenda of a national
education conference scheduled for late August.

Currently the English test in the College Entrance Exam only includes
reading, translation and writing.

A recent survey has shown that nearly 70 percent of Taiwan's university and
high school students support the idea of adding a listening part.
